Please help me for a new computer useful in postprocessing (Photoshop). I do not need a gamer computer.
I need the following:
1. Desktop/Tower Windows operating system.
2.Price in about $700 plus or minus
3. I do not need a game computer.
4. I do not need a top fast computer.
5. I do need enough memory to adequately/effectually postprocess images
6. I do not take or use movies
7. If necessary, the ability to replace or add a component

You need at least 16 mb of Ram. As long as you have that it should run Photoshop, although it will be slow. Any computer with that much ram should work regardless of brand or price, so just go online and look at the specs until you find one with a large enough monitor that has enough ram and go for it.

Unless you buy a refurbished/used machine (which can be an excellent buy) or find a deal at Costco, I think you’re going to spend a little more than $700. For a CPU, an I-5 (minimum) or an 1-7 (preferred) desktop machine with 16GB minimum DRAM, and either a 1TB m.2 NVME SSD or a 256/512 GB SSD + HD and 64 bit Windows is the minimum configuration. You can buy that from Dell for $900-$1,000 plus a monitor. Although a separate graphic card/GPU with the 4GB VRAM is preferable, for that price it will likely use the integrated graphics on the CPU, so make sure there is at least one open PCIe expansion slot and preferably 2. It should have a number of USB-3/3.1/3.2, Gbit Ethernet and audio ports and unless you have them already, a mouse and keyboard.

You are right of course, but that is more than the op said they are willing to pay for.
Actually, if you want the best computer configured for successful digital photo editing, yes, in fact, you do want a gamer computer. You don't need a top-line model, but you need one that is more than the basics / low-end, hence the reference to a 'gaming' configuration. You also want a quality high-definition monitor.

I know, that’s why I mentioned a refurb or used or Costco special deal. You can buy a Dell I-5 w/12 GB DRAM and 256GB SSD +1TB HD for $729, but you need a monitor and not sure if there’s a PCIe expansion slot for a future graphics card. It does have 2 DRAM slots, so you could upgrade the 4GB DRAM for an 8 for not a lot of $ to get to 16.

To keep the price of a new computer as low as possible and still perform in a "reasonable manner" check
out the recommended/minimum requirements required by the software, you will be using.
Topaz Products lists their recommended/minimum computer processing capabilities for each program on their website.
Maybe the software you are/will use does also?

From the tone of your post, you already have a desktop or tower computer.
Why not just upgrade the motherboard with a good processor, add as much RAM as you can afford, the largest SSD you can get, then upgrade the monitor, as you are able?
If you already have the chassis and power supply, you can upgrade it in stages, not kill your budget and end up with a far more powerful system than $700 will buy at one whack.

I've had good luck with Dell. I have one of their unspecified desktop workstations, and it is very good with photoshop and the rest of the Dell photo bundle. You can go to their website and build a computer from scratch or modify one. You will not get away for $700 I don't think. But you can bargain with the sales people. I think a workstation with a Xeon "W" processor will be fine.
