For me, the joke is that he’s looking at a Cooper’s Hawk sitting on a pole long enough to read about it. It may be possible, but I have never had that experience.

I have Cooper's & Sharpies come sit in my trees or fence on a fairly regular basis...up to 20 minutes or so
