A number of the persons busted claimed, "I thought anybody in the household was allowed to use the handicap spot". ... in CA at least anyone can use the placard with that associated vehicle or other as long as they are TRANSPORTING the registered disabled person. I have a Disabled placard and my wife drives me around these days. I used to drive my self and also use the placard. She knows not to park in a Disabled spot unless I am with her or she is picking me up or dropping me off. The police have to do some investigation and questioning before taking any action. They sting you refer to sounds dodgy ad the Brits say. Or there is much more to the story. The State "DMVs" cooperated with the Federal ADA handicapped laws. Parking, access, and more, as do building codes for much more. Many smaller cities seem lacks though.
