Male Double Crested Cormorant in breeding plumage at the Riverwalk Parkway in Riverside CA on Friday 2-25-22 in early afternoon light.
He was on the north end of the little island in the Duck Pond and at this point he landed about 9-10 feet to the left of a female who was also putting on a show. They kept preening etc. and edging closer until I left 20 minutes later when they were about 4 feet apart. That background is the sky reflected off the water with a lot of floating scum and algae clumps.
I was on the observation platform at the other end of the island.

hand held at 30+ feet, very contrasty light, I need to go back during the week and hope some cormorants are around

That is him alright. At the right angles the eyes are bright green.
