This picture was a picture taken at the Daffodil Parade in Tacoma, WA circa 1950.
I don't believe this is the Lulu Bell that was used in the Roy Rogers TV Series.
The name Griffin shown on the vehicle could be referring to the Griffin Fuel Co.

Nice shot! We lived in a Main Street apartment when I was a kid and watched many parades from second story windows. (I think that Pat Brady's jeep was Nelly-belle.) I did a little more looking and found a country music act of the day called LulaBelle and Scotty... could that be her in the back?

You are so right on the name Nelly-Belle, I stand corrected, and thank you so much for the correction.
I have no idea who the lady was, but I doubt that she was anyone known in the music entertainment field.
