Hi everyone,
I have a photo from a cousin of their father from WWII it is very blurry and i was trying o get it to look better than it is. I have tried photo shop with very little difference. Is there any software package that could help me make this picture look better, any help is very much appriecated.

Post it again, this time check store original and then add attachment. I'm sure one of our resident post processing experts can improve it a little. Don't expect a miracle, there doesn't appear to be a lot to work with.
The best way for others to provide help will be for you to store the file in the highest (original) pixel resolution you have available.
Still did not work. When you have it uploaded properly you will see (download) below the image.

.... unless the original image is the same size as the thumbnail. If the image is so small that it doesn't need to be reduced, you won't see the (download) option.
I think you'll find that the main subject was caught in a blink, if it ever does get sharpened. (Look at the eyes of the soldier before him for reference.)

Provide a Download and usually many folks will try to make it better for you.
The 'old' standard for UHH was an image at least 801+ pixels wide. That is: if the image was only 800 pixels, or less, on the wide side, it couldn't be loaded with the 'download' option and would only occur as a thumbnail.
I can't find the current (new) size limit, but it appears this image is less than 1000px wide and has hit this thumbnail-only limit.
Consider changing the file type, say re-saving as a TIFF (keep the size less than 21MP). Or, save to another format like PNG, PSD, DNG, etc, as those types tend to 'attach' in a non display / non thumbnail format with the download option activated.
