Eagle Chased by ???

Out to sea against the setting an eagle was chased off from Haystack Rock (Canon Beach, OR) by a bird I first thought was a seagull. When glassed, the bird's profile is that of another raptor, not a seagull. Anybody know the silhouette?

My guess would be a falcon, pointed wing tips and square tail.
Possibly a Peregrine falcon.

Thanks. That was my surmise--peregrine falcon. But I've not seen enough of them to be certain. Peregrines are reported to be around this Haystack Rock area. I've seen gulls and crows harass an eagle, but never a Peregrine.
