Terminal Tower, I remember it well. We lived in the Bingham Building on East 9th St. We could look down on the Cuyahoga River 90 degree turn, into Browns Stadium, and watch sun set on Lake Erie. Two Cleveland Browns lineman lived above us and we also had a Cavalier player down the hall. Good times.
Nice shot - no reason to have shot at f/22 since your dof is infinite at wide open at that distance. F5.6 would have been my choice and resulted in much less noise (lower ISO) and fewer artifacts.

As noted, keep the iso down,preferably at the sharpest aperture.
With no foreground and that distance, a stop or 2 from wide open would be best.
Lower the ISO to 100
Set up on a tripod with vibration reduction off.
Use a trigger or delay timer. Do not push the shutter button without a delay.
Try to shoot at blue hour. You get city lights with some better detail in the buildings.
Your image brings back memories. I took that shot 20+ years ago from a little closer. The lift bridge across the Cuyahoga by Collision Bend. Got some images of ore boats on their up river to the steel mill. Nice job.
