TAF could be "Terminal Aerodrome Forecasts (TAFs) - an aviation term.

However given this context in the photo, I believe it might be "Tactical As F*ck" - a right wing internet meme worn by some Proud Boys and Oath Keepers. See: http://www.facebook.com/TACAF/
