The photo is blurred to the point where the small detail (feather texture etc) has been lost. No amount of sharpening will recover it. Perhaps some software that uses AI can replace it.

Best I could do. Processed in ACR. Opened the shadows. Adjusted the vibrance. Cropped to remove from the center.

Not sure where the focus point was, but 1/800 is in general too slow to photograph BIF, especially when you are photographing at a 35mm equivalent of 900mm. Also, when shooting bald eagles, it is better to underexpose than overexpose (as you did) since the white feathers get blown out (which is why the feather details on the head can't be seen). Hopefully the bald eagle will give you another chance (and next time maybe will be carrying a fish).

Good capture - Cropped to 4/3 format. Affinity. High Pass Filter Layer. Contrast and brightness adjustment. Best I could do with eye on trade-offs. Hope someone does better.

It's motion blur caused by shooting at 1/800sec. For large birds I use 1/2000sec and for small fast birds 1/4000+sec.
I used some clarity, a high pass filter and a curves adjustment in Affinity Photo. This is the best I could do without it looking artificial.
