Indiscriminate parking I would say, at least the road is safer now.

Terrible road design. We have a lot of this in rural Tennessee roads and highways - no shoulder at all! If you drift off the pavement you’re in the ditch. And our legislature doesn’t have the will to fund much needed road improvements in our rural areas.

We have too many dangerous roads like that here in Missouri as well. When you add fog, ice, blowing snow and darkness it becomes even more perilous. Yes cell phone and other distracted driving often contributes to wrecks such as the one shown here. I presume that you were stopped behind the red Dodge when you took the image.
