The photo is of a moment of feminist revolt with the Eiffel Tower as a backdrop. It is an excellent journalistic photo. Just as the flying bras are a protest against traditional roles for women, so is the Eiffel Tower. It protests against the religiosity of the beautiful basilica of Sacre Coeur, a monument to the re-establishment of the Catholic church. The Eiffel Tower is part of the celebration of the French Revolution which attempted to destroy religion. Sot it was an architectural protest against another architectural protest.

P.S. I think the judgement on the photo is more the content than the composition. Old people are offended by seeing all the bars thrown into the air and what that symbolizes. I'm glad I'm not in that "old people" category. I'm at age 87 and still "Young at heart," as the song goes.
A dilemma, photograph the container.... or the content? 🤔🙄
Would have been better if the camera was pointed down a little!
