I am trying to decide which of these two photos is better. Increasing the brightness, and sharpness vs lowering it.

For me it is No. 2. It has better color saturation and about the right amount of sharpness.
When using film we do not have to worry about sharpness but digital sensors have a AA filter on that causes some loss of sharpness. I must say that modern cameras come without the filter and are sharp while other cameras sporting the filter come with a thin one that does not influence sharpness as much as those filters did in the past.
Something to always remember, make sure your files are not over sharpened.
Looks like I agree with most here already, #2 has the edge.
Either is a good choice. And, you might try something in between.

Cropping the sky out would really help.
The bald sky adds nothing to the image!!!
Number 2, for sure. I see MANY over sharpened photos, and it drives me crazy. Water and leaves/brush, in particular, suffer from the exaggerated contrast of over sharpening.
#2 is a little better, but I would ask what it is you are trying to show? If it is the farm in the distance, then the golf course in foreground is distracting. I would be tempted to remove the flag and turn the sand trap into just grass.
Manglesphoto mentioned cropping out the sky. I don't see how you can crop it any closer or how it would help.
