Rotating star photos

I was shooting the Bells last Mo. and there was a fella there from Carbendale. He had a 1D on a short tripod and had been shooting jpeg shots all night. He was going to put them together and have the stars rotate over the Bells. I feel this is a complex shoot but what program would you use to put these together. I use CS4 and the only way I could think of doing it would be HDR. I would guess he shot hundreds of shots.

I am assuming he was doing a time laps shoot. You can see an example with the link below. There is software out there you can do this with, it is very time consuming.

the guy took one picture with an hours long exposure to get star trails...like art wolfe tv show in south america episode

In this case it was not time laps. He would shoot every fuew min. (you will find my spelling terrable)
He finished up after sunup.
