Photos are too close to be able to see the whole beast but it looks like some sort of ray to me

Good call! I think you are right. I did a little research and found this out of an article in the Food Section of the Washington Post:
“ Skate is one perplexing fish. Pricey and pampered at the best restaurants in the country; cursed by recreational fishermen who get stuck by spiny spurs as they toss it back into the water. Cheap and plentiful year-round, yet eschewed by the bargain-friendly purveyors at the District’s Maine Avenue wharf.”

Its a skate. A smaller member of the ray family.
That skate had the misfortune of being hit with an ugly stick.

Can't tell what it is because the photos are close ups. But it looks like some kind of ray. Kind of scary in the fist photo.
