They are by definition.
A dreamer is not a citizen unless their parents applied for and received citizenship when the "dreamer" was under 18. Then, they are not here legally and they are not from here which makes them....wait for it....i*****l a***ns.
As to your second part, no. All i*****l a***ns are not "dreamers". Some of them are outright criminals. I seriously doubt that any of the MS-13 are what you or anyone with more than a few functioning brain cells would call a "dreamer". Even the term "Dreamer" is some BS term designed to tug at citizens heartstrings. They are what they are and that is quite simply a "foreign national" that circumvented the immigration/customs process and is therefore here illegally. They can either apply for citizenship or get out.
