I have seen the differences and I don’t think there are any. The primary concern of each party was to get themselves reelected and stay in power and if you want to sit down and read the 1000’s of pages of Biden’s $3 trillion bill you will see so much crap in there for each individual senator and congressman.

The bill also includes a lot of very important stuff--stuff that Republicans oppose and would never propose.

All infrastructure "helps" individual members of Congress because bridges, roads, utilities, broadband, abandoned mine cleanup, etc. all have to be located in the districts of individual members of Congress. Members of Congress will brag about how they were responsible for getting projects in their districts (just like some Republicans recently bragged about money to be spent in their districts under legislation which they opposed!), but that doesn't mean the projects don't collectively "help the entire country." Have you identified any "pet projects" contained in the bill that constitutes useless pork?
