Iphone pictures not syncing with Ipad

Two days ago we visited a great museum. I took 100 plus photos with my Iphone 10 inside, outside and along the way. Perhaps ten photos synched to my Ipad. Next day, I took ten or so photos and they synched. Today I took 5 and they synched. I am still waiting for the 100 or so to do so.
I am visiting my daughter whose internet is terrible. So much I mainly use my Iphone to connect to the internet.
Any idea why the bulk of my photos did not / could not synch to my Ipad?

Were you trying to load them directly onto your iPad or were you waiting for them to load via iCloud from your phone? Normally if you take photos with the iPhone they automatically appear on all your devices that are connected via iCloud. Are those photos still on your phone?

I was waiting for the photos to sync via Icloud.
Mysteriously just now the photos on my phone of two days ago and photos I took today just synched with my Ipad. Can’t explain it but now can’ t complain
