I have Photoshop Elements 13 is there a plug in to automatically convert the image to color. I do have NIK, or are there online free programs to do this.

Let us know if you find something automatic. Nice Cadillac, BTW.

Couldn't recall, so I opened PSE 14 to see if it had color conversion (it doesn't), an inexpensive offer came up for the newest 2021 version. I'm going to check out the ad. I'd bet it has colorization, since the top line was easy sky replacement. Will let you know.
Edit: Lots to read, but it does colorize $59.95 offer. Link https://www.adobe.com/products/photoshop-elements.html

Honestly, you will be better off learning how to manipulate layer masks and color the image yourself. Plugins rarely get it right and you will likely spend more time correcting the results than you would if you simply colorized the image manually.

Iā€™m not a fan of colorized pictures. Sharpen image, work on lighting/contrast and leave B&W as B&W. Iā€™m kind of old fashioned šŸ˜‰.

Old fashioned? But colorizing B&W photos by hand is a practice which has being going for over a century, and people used to pay good money to have their best B&W portraits colorized by a skilled photo retoucher. The only thing that has changed is the method of retouching.

People paid to have b&w photos colorized well into the age of color film and color prints. Many liked the look of hand colored photos, and the color didn't fade easily.

The current Photoshop (22.5) has a new "neural filter" called "colorize". The OP didn't allow a download, so I tried a screen copy with the Snipping tool. Once saved to a JPEG, Photoshop spent about 20 seconds on it. There were some strange reflections on the Cadillac hood that the Clone Stamp tool fixed.

Thank you I like it. Just for your information I know the Cadillac was a dark grey and the Chevy was a yellow with a dark green top.
