Thanks folks. I will pose my problem in the Post Processing Forum. For some reason I was thinking I read a past post that referred someone to a UHH Section that was specifically focused on image restoration and I couldn't find said section. Thanks again!

Happy to oblige. This site is frequented by retouching and restoring professionals. There is a wealth of information on how to do things to your images. Here is an early attempt based on a salvaged print using some of the techniques discussed there.
