The decennial count or Census is supposed to count EVERYONE living in the United States, most recently conducted using an individual's residency as of April 1, 2020.

There is no stipulation of "legal" status in the Constitution for the decennial Census count.

It was none other than trump who desperately tried to include a citizenship question on the Census questionnaire to eliminate immigrants who hadn't established legal status. trump's illegal attempt to limit the actual head count was thrown out in court.

You seem to have a problem with understanding that the Constitution doesn't distinguish between legal citizens and RESIDENTS.

The Census counts ALL residents!
