My first thought was kildeer, but being near the water, I figured plover. Turns out, a killdeer IS a plover. From the markings, it is a kildeer plover.

Kildeer is a type of sandpiper as these are known to build nest in the sand pebbles like those on the roof tops of larger buildings. We see plenty of these around our area not wondering far from the nest atop Walmart and other buildings in the area. Typically when you see them this close, prob means you've wondered to close to their nest.
