Im not entirely sure what all these numbers mean, but I'm wondering if this would be good for photo processing. Its an Asus G14, This is the Best Buy version with a Ryzen 9 4900HS, RTX 2060 6GB, 16GB DDR4 3200 - 8GB onboard + 1 8GB SODIMM, and a 1TB SSD

The only downside to this would be the 14" screen, IMHO.

It's about the same size as the one I have, but i think it's performance would be an improvement.

I think 32 gb is a minimum ram requirement for snappy performance in Photoshop. You have not stated which software you're using. That does make a difference.

8GB of memory is too low. Get at least 16GB.

I mostly use Canons DPP and Topaz. Sometimes when I process astrophotos I use an old version of Nebulosity and when I'm capturing long exposures of deep space objects (15 sec to 3 min) I use a software called Sharpcap. It performs a live stacking process of every exposure and saves to a RAW, TIFF or FITS file for further processing.

I'm running Photoshop on my 8 GB Surface Pro just fine.

Unless buying an M1 Mac, which uses memory quite differently…

YES, it is a great Windows machine for photo editing if you keep it plugged in. It slows down considerably on battery.

For best results, use with a calibrated and profiled external monitor.

I'll give my usual piece of advice: go to a local (not big box) computer store. Tell them what you're looking to do with the computer. When I go to my local store the sales people (who are also technically efficient) point me in the right direction every time and they will recommend lower price laptops that will meet my needs.
