I like https://app.photoephemeris.com/ for sunrise, sunset, and azimuth of the sun & moon,
and simply check local radar for clouds & rain (weather.com).

No, and if you were able to, you'd make a fortune. This is weather prediction, and it is wrong 75% of the time. Unless you rely on the "European Model" which is a bit more accurate for trending weather patterns like storms and weather fronts. Best to rely on SOP (seat of pants).
