First of all, I am not interested in importing pictures from the cell phone. The problem is after I have copied the files from the camera into the location I want to store them on the PC and then attempt to import them from that location into Lightroom, I find that if my cell phone is currently connected to the computer so that it can charge, the import doesn't work.
If I unplug the cell phone from the computer, then everything is fine and I can import.
I have searched preferences in Lightroom to see if there is a way to prevent the computer from doing this, but didn't find anything that might make this work.
It is basically a nuisance type problem since all I have to do is unplug the cell phone from the computer. And then after the import is complete, I can plug it in again -- if I remember.

So charge the cell phone with its little plugin adapter. The only thing I charge off my computer is the wireless rechargeable mouse - and I do that so I can keep using it while it charges. It turns it into a wired mouse for an hour or so.

The only time my phone is connected to a computer is to transfer files.

Are you putting the photographs on a drive other than your system drive? Drive names are assigned dynamically to USB-connected devices, like your phone. My guess is that connecting your phone may be somehow assuming (or otherwise disrupting) the naming convention that your computer uses when it is not connected. Check and see if this is the case. If so, make sure that your computer is turned on and fully booted up before plugging your phone in to it. Could be something else, but this will be easy to check and work around if it is what is happening.
Generally, I don't use my computer to charge stuff. Especially not while I am working on the computer, as it already has plenty enough to do! USB to wall outlet adapters are plenty cheap. I have at least a half dozen of them conveniently scattered throughout my home.

OK. I rarely connect my Android phone to any of my computers and had never encountered or heard of the issue.

I remember a laptop coming within inches / moments of flying across the room before trying to unplug the phone. It happens to all of use eventually it seems.

This doesn’t speak to the problem at all which others seem to have answered, but I wonder why you copy your pictures to your computer and then import them in to Lightroom. Lightroom will do it all in one step and put them wherever you want.
