Well Jets, what it sounds like you have is an Ebony Jewelwing (Calopteryx maculata). If there is a white dot (maculation) on the tip of the wing it's a female. They usually frequent clear sandy of gravel bottomed streams with shade. Here is a pic of one. Hope this helped. The one in this picture is a male. The body is iridescent. That sure looks a lot like what I saw. I believe the body was all black, but I could be wrong. The wings were more vertical than this photo shows, but it's almost exactly like it. Do you know how they fly? The one I saw flew nothing like all other dragonflies I have seen. More like a butterflies flutter.
