Correct, but an extradition treaty would be something worthwhile to discuss with Putin. Just the existence of such a treaty would have an impact on Russian cyber crime. North Korean cyber crime is a tougher nut to crack.

Regardless, the existence of the list is troublesome. It probably wasn't Joe's idea. The fact that he has people around him that thought a list was a good idea and then wasn't bright enough to veto that nonsense shows you what a pushover Biden is.
