You have not presented enough information to offer an answer. However I have a couple comments.

Why on earth would PS and LR slow down simply because you installed Topaz AI Sharpen and Denoise. Perhaps something didn't install correct? Start by uninstalling the Topaz products and check if the speed of PS and LR improves.

Assuming you told the person at the computer shop what problem you're having, I think you need to find another computer repair shop. They only seem to be only interested in selling you something without knowing if it will address the problem.

Have you checked the required minimum computer spec's listed on the Topaz website?

Have you called Topaz support to ask why their product doesn't work on your computer?
