A few years ago I did an architectural boat tour around Manhattan. I thought it very worthwhile and would do it again.

Governors Island has great views all around of lower Manhattan, Statue of Liberty, etc., and of the island itself offers many historic sites. See govisland.com.... there is a ferry from lower Manhattan and on weekends from Brooklyn Pier 6. Smaller fare for seniors - early birds are free. You have to reserve tickets.

You can’t come to New York without going to the Met Museum (81 and 5th Av) and walk around Central Park. Goggle what to photograph in Central Park. Also walk the Highline. There is a very good book, What to Photograph in New York City. Use the Subway System there is nothing wrong with it. Just bring your mask.

Regarding the subway in the city. The mayor has added 250 more police officers. There is something wrong with it hence the additional police.

Obviously Times Square at night. Also, do stop in to the B&H store (don’t go on Saturday because they’re closed) it will blow your mind. The first time I went I forgot why I went in!

Governors Island provides excellent views of the lower Manhattan skyline. The ferry for Governors Island is next to the Staten Island Ferry. The top of Rockefeller Center also affords beautiful views of the city. Another idea is to take the Circle Line around Manhattan. That is next to the Intrepid on the Hudson at 42nd street.

I am a New Yorker. And I love and appreciate what we have. I am also a realist and cognizant of what is actually around me.
All suggested photo opportunities are great. I do have some thoughts here though.
If you are traveling alone and just looking to take photos; you will be missing much of what NYC has to offer--the stories and history of many of these places you are going to visit. You really can only get this with groups or private tours. Planning at this time is key.
Walking alone in places in NYC right now--is not the most responsible thing to do. Even during 'good times' one was always cautious during dusk and evening hours in Central Park and the waterfront areas. Most areas were vibrant with people all over the place. The subways were packed and safe. Today, the subways are at 25% use rate and police presence has significantly been reduced. Don't ride the subways at this time. Areas like the Financial district, Times Square, and Midtown have not even come close to being back to normal. Less than 10% of the workforce in our office buildings are back. Therefore you do not see these people in the streets. Small businesses and storefronts are closed. Construction and major retail stores are open and booming.
This is an unusual time in NYC; and not the time for a first time visitor to plan to transit the city alone at all times of the day/night--especially carrying around their gear.
My suggestion is to find a private photographer who offers their services to take you to many places you are now researching. They will know exactly where to find the right locations for your pics. Take a tour bus around Manhattan to get a handle on the entire area. You will learn a great deal and enjoy it. Stick to locations during the common and busy hours so you are not alone. And Coney Island is a great place to go during the weekend, especially if the weather is great. You will be astounded by the volume of people and the great photo opportunities.
The museums, municipal buildings, and vistas from the Empire State or Freedom Tower are wonderful. Ellis Island and the Statue of Liberty are iconic places to visit. It is not business as usual yet in NYC. Some of these places may be limiting access and you should check ahead if reservations are required. The 911 Memorial cannot be missed. The 911 Museum is separate and requires reservations. The High Line is beautiful and worthwhile. Little Island just opened up at the former Pier 54 on the Hudson River. I haven't been there but have seen pictures and reviews. Check this out ahead of time. The Museum of Natural History and NYC Public Library are places that are unmatched. The Architectural Tour around NYC by boat, I hear, is excellent. This is on my list. And maybe there is a boat tour up the Hudson River. Storm King Art Center in the Hudson Valley is not a walk away..but it is well worth your visit if possible. Check out their site and ticket policy (https://stormking.org/visit/)
Use common sense and you will enjoy NYC and it's areas. Just do not, and I cannot overemphasize this, do not think you should/can be alone in areas that even savvy New Yorkers would stay away from during the best of times.

I would definitely do a boat ride! If the whole Circle Line is too long, I would do "The Beast" Its a fast half hour or so ride out to the Statue of Liberty and back with great views of lower Manhattan! The Beast departs from Pier 83, W. 42nd Street at West Side Highway, every hour on the hour 10 AM – 6 PM.

There is the nycferry in the financial district, cost 2.75 you can go to far Rockaway beach, you can also take one to queens long island city and will go under the bklyn and Manhattan bridge. The ferry is open on top and also the staten island ferry and the ferry to Gov island. Also pictures from the bklyn bridge Enjoy
