I've never given any thought to the whole idea other than it being ridiculous. All the questions about who pays and who gets, show the craziness of the whole idea.

Interesting statistc. If you check the 1860 census for New Orleans you will learn that 28% of free B****s owned s***es while only 4% of the W****s did.
