Unless it's improved in newer versions, it's a pain, where the typical process is creating a 'brush' that is the watermark that you 'paint' onto an image.

You might consider a PNG with a clear background that is the watermark. Then, you can add the PNG as a layer to your image and position and size to your liking.

This process is the brush approach: https://www.essential-photoshop-elements.com/watermark-brush.html

Google gives multiple results, just add your specific PSE version to the search: photoshop elements watermark

I hate to be a spoil sport, but why do you want to put watermarks on your photos? I've been photographing for over 50 years, was in a gallery for 5 years, have sold lots and lots of images, and I've never used a watermark. In my opinion, watermarks are a distraction and do nothing to enhance the appeal of an image. Besides, given the tools we have available today, there's no watermark that can't be removed. There, I said it and I'm glad. Focus on your images, not on your ego needs.

Assuming that you have a folder with your image files, create another folder (within the original if you like), then use the "Process Multiple Files) command (Under FILE). With that yolu select the source and destination folders, and options include changing the size of the files (I create a subfolder named "WEB and create smaller files for emailing and uploading to UHH, etc.), the degree of compression, AND an option for putting a watermark on the images. You can adjust the location and the density of the watermark image.

For some, a watermark is an advertising tool.
Artists have been signing their paintings for centuries.
But a good artist can work it into the composition so that it's not distracting.

I have a folder of watermarks. In Photoshop Elements I click on file, scroll to place, then find the watermark in my logo folder, place, then size it.

And to get the exact "watermark" I wanted, I signed my name on a blank piece of paper, scanned it in, saved it as a .png image and used it to make a brush.
It's been a few years ago, my handwriting has changed somewhat (blame arthritis) so time to make a new one!

I am of no help (I just make my own as I go) but I keep seeing here where some photogs think there is no need for a watermark. Here's why I think it's good to have one. Somewhere, down the line, perhaps long after you are gone, your grandchildren just might want to show that their own grandmother/grandfather made that wonderful picture. It has nothing to do with ego. Keep it VERY small. If anyone wants to know who did it, they will search for a mark on it.

A case comes to mind where an old friend of mine was at a yard sale and found a painting she really liked but decided she really didn't need another painting, BUT then she saw the signature. It was tiny, but it was her uncle's signature. I guess it would have been fine if it had not been signed. She'd have never known, but this made her find extra special. I say there's nothing wrong with watermarks.

PS: For the OP. It's free, you might try https://www.visualwatermark.com

I have used PSE for years and I'm currently on PSE 2020. I just add another layer and manually add my name, typing on the photo. Not a real fancy way of adding it but I've used it for years.
