Yes, that's the incident, and no the officer who used the pepper spray was NOT justified in using it.

The police officer self escalated the incident to the point where he had lost control of his own anger. The officer refused to inform the Lieutenant why he was being pulled over

The Army Lieutenant remained cool, calm, and collected throughout the entire situation, even after he was pepper sprayed.

As it turns out, the stop was erroneous. It was originally thought that the vehicle was operating without a license plate, the cops missed the cardboard tag displayed in the rear window.

This was a case of driving while black, nothing else!

OK, you are pulled over. When told to, you put your hands up, and out the window so they can see them. Now, with their weapons pointed at you, they tell you to get out of the car. You are wearing a seat belt, and can't take the seat belt lose without putting your hands down and back inside the car. Which order do you follow? Do you keep your hands in the air, or try to get out of the car, at the risk of being shot? What edited version did you watch?
