There’s no such thing as a small bag that the 500 will fit intro. Especially with any other gear.

I've read that travelers can rent photo gear at their destination.

I typically pack my Canon 600mm lens in the original metal suitcase used to ship me the lens. It's well protected. If I'm packing my lens into a remote area I use the Ruggard Alpine 600 that will fit a 600mm lense and one camera. Sometimes, I will use the Alpine 600 to carry my lens on board an airplane. I've had no problems except when I fly the small prop commuter planes. The storage space is minimal.

My canon 600 fits in it's original metal case that is smaller than the carry on baggage size limits. I carry it on the airplane all the time. The less expensive hardware goes into a locked suitcase for a ride in the belly.

Depends on the destination. Strongly. Better to bring what you know you’ll need than to gamble on finding a rental place with what you need in stock!

I'm looking for suggestions for a small-airplane carry-on bag that will accommodate 2 bodies, 1 500mm F4 lens, 1 120-400 zoom, 1 15" laptop, a hard drive and assorted accessories. Any thoughts are appreciated. Thanks.

I have a Lowepro rolling camera case/bag in which I can carry two bodies, an assortment of lenses, flash attachments, filters and a laptop. It came with dividers for configuring to accommodate your equipment as you wish. Also, the case separates into a back pack and a small luggage case if necessary. Topping it off, there is a TSA approved lock for the zipper closure of the case. Mine is a few years old but here is a link to the current model: https://www.lowepro.com/us-en/pro-roller-x100-aw-lp36697-pww/

That's actually quite a lot of stuff especially when you add the padded parts to protect and of course there will be a hard / semi hard divider separating the camera bits from the laptop - I would find a case that you know will meet size requirements for stowage (and realize some cheaper airlines have less space or will force you to check your carry ons if they are already over loaded in overhead spacing) then modify that case with the padding you need. Buy some foam padding and cut it to suit the case and your equipment. and of course don't wait till the last minute to try to put this all together.
If its a longer trip you may want to invest in a proper shipping case and send the equipment ahead and collect it when you arrive.

I have this back-pack..holds my SB-700 Speedlight, two extra lenses and my camera with my 150-600mm lens attached. I can also put my other camera in another compartment in the top section along with spare batteries, etc, etc. There is a space in the back for a lap-top as well, also has tripod straps on one side. Only 18" long.
