I believe they are ventilators for a drainage system, similar to the vent stack at the top of your house, to ventilate and depressurize your sewage line.

I'll agree with the vent hypothesis. Must be on an apartment building, otherwise only one would be needed.

So far I haven't been able to find anything, y'all. I put things in the search engines and come up with pictures of modern buildings and tools.

I tried an app that searches by looking for similar pictures, but just got a bunch of shots of rusty hinges and bolts, stuff like that.
