No, the first digit represents a geographic zone, which may include several states within that zone. The next two digits designate a postal sector within that zone which is usually a state. A state may have multiple postal sectors and therefore multiple zip codes.
Generally, the zip codes start at 01..... in the northeast and progress to 90...... in the west, including Alaska, Hawaii, and the other island possessions.
