Funny thing about tats and piercings... The justification claim is often that they believe it is an act of individuality and self-expression. The truth is, it's the ultimate act of conformity. They have just joined a huge and growing tribe by doing exactly as thousands of others have done.
The backward hats and droopy pants are the same. They wish to be identified with that tribe.

It started with gang members in prison - often one size fits all and no belts so their pants slid down "sagged".
When they got out they did it to show they had done time and to get "street creds".
First the other gang members, than the "Wanna Bees" and finally the normal run of fools took it up.
And remember the over sized baggy pants? At the Jr High where I taught for 15 years they confiscated a pair of jeans That must have been in the largest size made and one day during morning "Nutrition" (formerly known as recess) two of the admin who happened to be tall thin types came walking out into the patio where several hundred students and staff were eating etc. They were each in one leg of the pants and walking in step in a sort of very short stride shuffle. The students of course knew who they had been confiscated from (the kid had to put on his gym sweats the rest of the day) and they just cracked up. Nutrition ran over time that day. The parents refused to pick up the pants and told the school to do what ever they wanted with them.

Its a "Gangsta" thing. Actually came out of prisons. I'm not positive about this part though,, supposedly it implies the guy with the droopy pants is prepared and willing to bend over.. or so I have been told.
BTW. The "Fist Bump" is also rooted in prison. In prison if 2 shake hands the COs will assume there was an exchange of contraband. To avoid being hassled by the COs the inmates began the fist bump.
About 10 years ago I was taking some collage classes at the local State U. One of the Departmet heads wanted to fist bump every time I ran into him. One day I asked him if he knew the origin of the bump. He didn't. I told him. He aparently didn't believe me when I told him whose behavior he was emulating because he never stopped. I guess cool trumps everything.
