A YouTube guy in Manhattan has been showing us "outdoor dining."  Restaurants construct a small building on the sidewalk - four walls, doors, and roof.  That's considered "outside."

It should say outside dining, not outdoor. IE: outside the restaurant. Make sense now? Thanks Jerry, always enjoy your jokes.

Waiting to see a "Lean-to" dining.

Inside dining is bad....
But when the inside is outside, it's okay?

Sometimes a guy has to do what he has to do to stay in business, especially with your nutty Governor in NY.

So the jerry-built structure is considered outside because it doesn't meet building codes?

The important factor is airflow, which is why outdoors is safer. It's hard to tell from the photo, but I assume the side we are viewing from is open, and the windows don't have glass. That's the way the ones I have seen are.

Maybe.
But if it's in a colder climate, probably closed (at the view area), maybe heated (circulates the air), and are plastic windows safer than glass?

like I said, the ones I have seen have an open side and no windows, plastic or glass, and heaters are used. And in California's latest shutdown the outdoor dining was closed, even though retail stores stayed open with 25% capacity, masks and distancing. But at 71 with diabetes, I'm not doing any outdoor dining or indoor shopping other than groceries. I support my favorite restaurants by getting takeout.

It's 20 degrees in NYC. No one is sitting next to an open window 'cept Frosty and he don't eat much..

We are waiting for warmer weather nd true outdoor dining, don't trust the air flow in those temporary buildings they are making!

In NJ, the building would be considered outdoor dining if two of the walls had no glass in the windows, allowing for cross ventilation.

I see some tents set up with the heavy plastic sides like on the bigger boats, etc. The only advantage I see is the whole restaurant doesn't need to be discenfected after. You might as well be eating inside.

We’ve got structures like the one shown, tents, plastic bubble-like things and open air with a ton of heaters. Like you said, anything to stay in business, but it’s not saving everybody. From small neighborhood joints, to some real high end places, we’re losing a lot of restaurants. Your state gave us mike pence, and my governor is nutty? Thanks for the laugh. 😂
