I’m not so sure about that. The reason for the low voltage cut off is to prevent high current and subsequent overheating when charging a low voltage Li Ion cell, which will draw excessive current if NOT current limited until a critical voltage is reached. I’ve “saved” a number of Li Ion batteries that have dropped below the cut off voltage, and they’ve all continued to operate in a normal manner, and there is no danger in using them. BUT if you can provide a reference link from a knowledgeable source that says there is permanent damage which makes the battery unusable, please post it - I’m always ready to learn.
