It looks to me that the EXIF says the hour is 10:42, about what the sundial says. BUT the year is 2014???

Daylight savings time.
Did YOU want to rotate that thing twice a year?

Difference between apparent time (based on the Sun angle) and legal time... (the Sun dial is insensitive to the year :) )

Most such sun dials can be as much as +- 16 minutes or so, from clock time, depending also on the time of year, or more so if they are between time zones. Then, as someone pointed out, they don't compensate for the difference between standard time and daylight savings time.
I have built one (out of wood) that takes all those factors into consideration, and reads clock time within an accuracy of a minute or two. My time markings are at 10 minute intervals, so you need to interpolate when the pointer is between those two points. Not difficult, like a wall clock without minute markings.
It is a relatively simple design, and easy enough to build, and I have searched the internet and can find only one or two examples, in photographs, with no indication of how they work. Once I can figure out how to make a video and edit it, I will put the whole thing on youtube.

Because the dial wasn’t reset for Daylight Standard Time.
