continuous focus mode or single? If continuous, yes that's normal. Tell us the camera you are using and if it has the feature, I'll tell you how to stop/slow that focus activity.

Yes, Yes, Yes...... I've owned 5 different Nikon cameras and a dozen or so different Nikon lens. When VR is on the motor will continue to run/short time after you acquire focus, either using BB focus or just using the shutter button for focus. Some lens run longer than others, as some are noisier than others..

Yes, the vibration reduction continues to stabilize the image. The VR of my Nikon 70-300mm f/4.5-5.6 AF-S lens sounds like flowing water when it's active. The VR of my other Nikon lenses make a clicking sound when the VR activates but is silent after that.

If you are hand holding, you will continue to move, especially with longer lenses, after you have achieved focus, so of course VR will continue to counter your movement.

It's my understanding the the VR will run whenever your finger is on the shutter release button. This is independant of the BBF button although the BBF may activate it as well. In other words, if you were to focus using the BBF and your AF activation setting is "Off" the VR would still activate by touching the shutter release button. This is on a DSLR and I think also true for the Z cameras using a VR F mount lens (with FTZ adapter).

What is not normal is to suppose that somehow there could be a correlation between camera movement and focus.

They are completely different functions and work independently. Your VR doesn’t know or care about focus. It only cares if there’s motion.
