PSA re:Photoshop 2020 on Win7 not loading because Api-ms-win-core-libraryloader-l1-2-0.dll is missing error

The files are actually present and not missing, and they are the current versions. After a little digging around for possible causes, running chkdsk /r and sfc /scannow to identify any possible corruption on the system drive, I discovered that the version of Adobe Camera Raw that was installed about 11 days ago roughly coincided with the crashing problem. I called Adobe tech support yesterday and spoke to a gentleman names Mohnish somewhere in India, and together we discussed what I should be trying. Today he called me back to see how I was making out. When I mentioned the ACR 13.1 version thing, he suggested that I install the previous working version, 12.4.
It's working!
