1) Shoot with your widest aperture. Zoom lenses can also work well

2) Get close to the subject

3) Have the background far from the subject

4) Look for beautiful backgrounds and lights.

Holiday decorations and lights are great for producing bokeh (but be sure to save some of your Holiday images for the challenge on Christmas decorations a week from now).

#2 is an especially good example of careful composing, choosing a background with lights and subject sharply focused. Nice images.
