Picked up a 80D. works great, like it a lot. I think the raw extension has been upgraded and my PS 11 cant open files. Opens fine with 7D V1. is this a possible?

jpeg opens, just not raw.
You said PS 11. Did you mean Photoshop Elements 11? If it’s Elements it’s probably not compatible with the newer Canon RAW format. You need to upgrade.
You probably mean PhotoShop Elements 11? Each of the standalone software versions are limited to the RAW file types / cameras that existed up until Adobe (and all vendors) stop updating that version of software. There are things you can do, including purchasing an upgrade to the current PSE version.
Adobe publishes charts on which versions of ACR you need and which versions of PS use them. If you need it, I'll post the links.
You have two choices. One is to update your software. If it is PS (Photoshop) you will need to go to the (dreaded and hated by some) $10 per month Adobe subscription. If it is PSE (Photoshop Elements) you will have to spend the $100 for a new model.
The other choice is to put Adobe's free converter that will, in batches and quickly, convert your camera's version of RAW to Adobe's universal DNG version of RAW.
How important is free versus spending some money?
I had the same problem when I got my d7500 and photoshop 6. My nef files would not open. I finally found a program that would convert them to dng files that would open in photoshop. It is called Adobe Digital Negative Converter. I don't know if this will help you, but you can give it a go.
Another good reason NOT to shoot raw .....

Did you mean PSE 11? There has never been a Ps 11 or Ps CS11. Yikes old! You can see or try to upgrade your ACR app in PSE. But it is probably limited to a version well before your camera's RAW.
Are there such things as upgrades to a camera's RAW format? Perhaps a correction in a firmware update.
I'm at the end of my ACR 9.1.1 Works the Raw for my Pentax K-3 but would not for a K-3 ii. Next camera if ever, Ps CC Classic. If not before as I hear Ps 2020 has so much more features than my old CS6.
I think there have been a lot of improvements to Elements since 2011. Might be worth it. I think the upgrade price is around $80. Otherwise you could use free Adobe dng converter to convert the file to dng which PSE 11 will recognize. Or use the free Canon Digital Photo Professional 4 to convert to TIFF. I believe both have batch file options.

"I believe both have batch file options."
Adobe DNG converter has a batch option for sure. It can also be used at the software to transfer files from SD card to computer while it is converting. It is very capable and the price is certainly right.

Or you can download Canon’s free DPP (digital photo professional) raw converter from the Canon website. In addition to the previewing/sorting and raw conversion functions, it does have some basic editing tools, and you can export the image into PS for further work if needed.

I use the OEM RAW editor that came with the camera, absolutely no problems.
It depends on what editor one wants to use.

DPP has a 'send to Photoshop' menu item, which opens as a tiff directly in Photoshop, but does it apply to Elements? I didn't think so. I think The OP would have to 'convert and save' as a tiff under the file menu, then open from within PSE. Either way I think it's worth the $80 to upgrade to modern PSE.
All the new cameras by Canon shoot a raw file named CR3 bite the bullett and upgrade to Photoshop CC and down load the new version 2021 Pay the $10 bucks a month it is really worth it You always have the newest software updates.
You have to get the newest raw program I am using 13.0.2
So I use Bridge to sort, a double click opens the image in "camera raw" sliders make it easy to correct color, contrast, exposure, etc, etc. I always click 'Automatic". In seconds the image is corrected. You can then do any major work in photoshop. In my opinion this is by far the best way to handle photographs today.
The remark about not using raw is nonsense. When you take a picture your camera compresses the image in the camera to make the jpeg. An awful lot of the information to make the picture is simply thrown away. Look at your histogram of a jpeg and you will see it is full of lines. that is the info that is deleted,
