I have a case similar to “Lowepro LP36930 Scout SH 100 Camera Case - ideal for X100 or other small mirrorless” noted recently. Would like go to my use on my ride around local lake. Does anyone make strap system that would convert this into a usable back pack for my ride?

Not really sure what you are looking for. Molle makes all sorts of strap systems or waist belts that you could attach your bag to.
Assuming you are speaking of a bicycle, then maybe a front basket or back tire rack would be easier, then just any small bungee cord(s) would hold your case in place.

My solution is to put the camera case in an existing backpack. I have a snowboarding pack for my minimalist set up and an old LL Bean backpacking pack for my larger kit.
Both work great.
I am not nature or wildlife shooter but I am a full-time commercial-industrial photographer. I don't go backpacking in the woods but I oftentimes work in rough terrain- construction sites, oil-drilling operations and some locations that are difficult to access and present gear transportation issues.
I find that many of the commercially available backpacks for photo gear are too small or not as durable as I would like them to be.
I started to frequent military surplus outlets where I usually find some incredibly adaptable backs, cases, bags and frames at reasonable prices. Some of this stuff is made of extremely heavy-duty fabrics such as twill, canvas, waterproof synthetics and metal reinforcements and closures. Some are already backpacks and others can be removed for their frames and the frames used to support another bag or an existing camera case.
Just the other day, I spotted the one in the accompanying image in a Veterans Day (Remembrance Day here in Canada) store widow tribute display and purchased it. Take a look at the frame.
Another thing that I do is go to my local shoe repair shop and have the craftsman there made me leather straps, harnesses and things like that to make slings, for tripods and other gear. These shops also have heavy-duty sewing machines that can repair or join and thick heavy fabrics.
I try to get actual mil-spec stuff not some of the ersatzes items that new soln in some of those so-called tactical gear stores. NOT everything that is coloured olive drab or camo is the real deal.
