I using win10. I have a image which I downloaded to my pictures folder on my main drive. I can display the image from the folder but when I enter LR and try to import it for editing it does not show up in the list of images in the pictures folder, therefore I cannot import it. What am I doing wrong? Thanks

Is it in your catalog already? Is it a JPEG version of the same RAW image? These would be two reasons LR won't let you import. You might search for the file name in the Library model, or sort images by the shooting date to see if some version of the file is already there.

If you put it in a folder using methods outside of Lightroom, the easy way to import it is to "synchronize" the folder. In the Library module, select the folder in the left hand column. Right click on it and select synchronize. It will display thumbnails of what you have put in the folder but not added to the catalog. From there will be the option to "Import" to the catalog.

If all else fails turn off the don't import duplicates function, carefully import only that one file and don't forget to turn on the don't import duplicates function again

One other option would be to rename the image on you hard drive, perhaps move it to a different or new folder and then try the import to LR step.

Good luck.

I would bet (not really) that you need to synchronize the folder in LR. When I am missing something I have been fiddling with that is almost always the case. At the least it is a good place to start.
