A white tailed, aka black shouldered kite on top of a neighbor's tree. The sun was low enough to light up his red eye.

That's what my neighbor thought when I told her there was a kite in her tree. And she's a bird watcher!

This is beautiful. Some type of birds were circling over my neighborhood on almost a daily basis and I finally got a good enough picture of one for my bird ID app to determine it was a Mississippi Kite.

Yes, the eyes are bright red. The color shows best when the sun illuminates it directly, as in this photo. Most photos I've seen have the eyes shaded by the brow so the color is not as apparent.
