While I usually have PS open and can read the EXIF data there, does anyone have a recommendation for a good stand alone EXIF data reader for Windows 10?

How about Windows? I sometimes use Explorer (pka My Computer), right click, properties, details.

If you are interested in EXIF data on posted photographs, EXIF Viewer is a plugin for some browsers. Once installed, right clicking on the image and selecting Exif Viewer opens a window with the EXIF information.

Faststone Image Viewer (free) can do so.

I use Exif Reader by Linang Data (free), but it doesn't give the full data set. Irfanview (also free) gives you the full data set (with a summary in which you have to click on the EXIF* button if you want to see the full dataset). Disadvantage with IrfanView is that you have to actually download the photo to your machine to see the file. Any photos on your machine can be read by either application.

With Jeffrey's you can specify a web image location.

I don't know if you'd call it standalone, but Irfanview shows the EXIF data if you download the plug-ins. Pressing I gives you some info and pressing E gives you more.

I use exiftool. Simply drop your file, any file, on the exiftool shortcut icon and it lists the full EXIF info. You can also configure it to save a copy of the EXIF info as a text file (per "exiftool(-a -u -g1 -w _exif.txt).exe").
