i use an older but still pretty quick desk top computer. It's an original I7 3770K with 32 Gig ram. Photoshop runs well as does topaz until I tell Topaz to "Apply" my changes. that can take 10 minutes at times. Would a good graphics card help? If so, any suggestions. I uses PS CC 2020

Which Topaz software are you referring to? The only Topaz product I use is Denoise AI and I can confirm that when I updated my graphics card processing adjustments speeded up very significantly. Of course I have no way of knowing how much improvement you will get. Since your machine is fairly old, keep in mind, depending on the card you get, that you will likely have to replace your power supply as well as the card. Which card are you currently using?
No longer even sure what card inhave in there. I use topaz denoise.
Topaz plugs into my PS CC 2020 and a have an advanced i7-7700K at 4.2 ghtz and 12 gig of RAM as a ramdisk and the remaining 20 gig as RAM. I have a Nvidia 1060. That said, sometimes my renders take a while, but I've never timed them. I don't think your processing time is out of line.
10 minutes seems a bit long but your older computer might be the issue. Topaz denoise AI, depending on the photo size like large raw and what you are asking it do, is quite slow in general but only a minute or minute and a half. Maybe look up tuning up denoise. Just like PS there is scratch space size, etc than can be tweaked.

I believe the default settings on the newer Topaz products (A.I) come set to use the CPU for processing...depending on your graphics card, the GPU may provide a speed improvement.
You did not mention which Topaz product you are referring to, which can make a big difference.
(I see you use Denoise ...if that is the A.I. Product you can tweak some settings, particularly to use the GPU or CPU. If one is slow, try using the other to determine the best processing speed.)FWIW - I am running a 2015 iMac, 32 GB ram, 2 GB video ram, quad core i5 and do not wait more than a minute or two for final apply with my Topaz A.I. Products. Sharpen A.I. probably takes the longest at times.
I would say it is definitely your graphics card. Topaz has on their site recommended configurations, and your processor and RAM look like they are sufficient. I tried to use a business laptop for Topaz products, and had the same experience that you are having. Couldn’t replace the integrated GPU, so I went for a new desktop.

10 minutes, REALLY. I have a cheap Lenovo ideapad 330s and my topaz is usually done in 60 seconds are less. Yes, it is slow, it is doing a lot in that time.
I would strongly suggest you have your computer checked for speed. Something is wrong with it.
Determine what your computer systems are, Graphics Card, RAM - etc.
Then check out the computer requirements for each program you are using. That will tell you if your old computer is up to snuff to run the software. I highly suspect your graphics card is big issue, but more RAM will also help. I recently updated my HP laptop with a new SSD and went from 12 to 16 mb of ram. You can't beat the speed of a SSD vs a spin up drive. Before I changed to the SSD Lightroom was running so slow.
The recommended graphics card is NVIDIA based on the programing language used in it code. That said, AMD cards do fine for most graphics. I have a NVIDIA 1050Ti but that has been superseded. Unless you are a gaming nut, then under $200 is fine 4 gig onboard. Do google and a lots of reading, wait til the brain scramble settles and then decide.

A graphics card, if you don’t have one, will definitely help. You don’t need a top of the line gaming rig, something like an RX580 or 590 with 8 gB will do fine. Do watch for sales, install is trivial.
If you don’t have an ssd they are dirt cheap these days and will give Also performance a dramatic boost.

I installed a NVIDIA 1050 in an aging Dell XPS8700 to boost performance for ON1 Photo Raw and saw immediate improvement. At the time, I was also occasionally running an image thru Topaz Sharpen AI or Denoise AI. Your 10 minutes rendering time is absurd! Are you previewing the entire image or just a small section as the program suggests?
