My sister does this--so irritating. I like the count to 3 and press the shutter on 2!

This worked for me when working with a guy who always closed his eyes while we were trying to get his portrait.

PSE 2019 has that option also, but you need another photo of the person with eyes open and from about the same angle and distance so you can swap the eyes.

Compose
Ask for smile(s)
Count to three, silently
Ask for blink
On count of one, silently, after you say “blink”, hit shutter button
Do this at least four times. You are almost guaranteed to get at least one shot with all smiles and open eyes.

I get teased for always saying "Don't blink!" I also get groups of 60 people without a single blink.
