I also think that this is not a Monarch (normally orange in color). Can any knowledgeable person tell the name?

It's a female Eastern Tiger Swallowtail. The females are dimorphic, meaning they can be either primarily yellow or black. The posted photo shows a dark morph; there can also be a yellow morph. The males are always yellow, but lack the blue on their tails that the female yellow morphs have.
